National School of Public Health Sergio Arouca
Since its foundation in 1954, ENSP tries to supply and to expand commitment with the social needs of the health professionals. During the 1970’s and 1980’s, ENSP/FIOCRUZ became one of the main institutions to feature the debate about the necessity of having a health reform and a public and universal system in health. In these decades, the post-graduation stricto sensu (master degree in 1977 and PhD in 1980) has been consolidated and new courses of lato sensu (residence, specialization) have been developed. In 1998 ENSP implanted its first program for Distance Education (EAD/ ENSP/ FIOCRUZ) and in the 2000’s it begins the first courses of professional master degree. Both experiences are strategic initiatives of training and qualification in health that offer opportunities of post-graduation to workers from the health system in an integrated way to its work process. Based on that, they aim to help building and consolidating the Unified Health System, by training professionals who worry about efficacy, integrality and equity for the system improvement.
During these years of existence, ENSP has been performing an admittedly relevant role on the establishment and spread of the paradigm of health knowledge and action in the country – becoming the greatest post-graduation program of Latin America in the Public Health area. It performs a strategic role in several structural networks in the health field, in national or international range. We have to highlight both networks in which ENSP performs the role of Executive Secretariat: Schools Network and Training Centers in Public Health (RedEscola) and the Schools Network of Public Health of UNASUL (RESP/UNASUR).
DISTANCE EDUCATIONThe Distance Education (EAD) of the National School of Public Health Sergio Arouca (ENSP) is a strategic initiative for training of health professionals that is integrated to their work process. It aims to build and consolidate an even more productive Unified Health System in social equity and health quality. The students of the programs and courses of EAD build their knowledge by:
• studying in adequate place and time;
• using proper educational material – printed, video, audio, CD-ROM;
• counting with the partnership of the tutor, with whom they interact by a focal educative action;
• interacting with a virtual community via chat, forum, discussion list and library;
• monitoring the indicators of their evaluation through an academic management environment.
ENSP develops, as a strategic milestone of a Government School, many activities in the area of international cooperation – actions that are aligned to the politics of international relations of the Health Ministry – especially in what concerns the prominence of the actions of cooperation South-South. It takes as a key-concept the construction of a Structural Cooperation in Health, model that is centered in the support of the strengthening of the health systems from partner countries – concerning the generation of local capacities that are able to respond to the changes in the attention and in the health promotion in these developing nations.
So, ENSP has been expanding efforts in order to build an international institutional politic, strengthening its performance with the institutions, systems and governments of countries of Latin America and Africa – not forgetting to consider the importance of partnerships that were historically built with more developed countries. Through the formulation of several training courses and programs for strategic areas of the health sector of partner countries, the support to the development and improvement of systems and models of attention in health and the development of strategic projects of research, ENSP aims to contribute for the consolidation of Fiocruz and Brazil on the setting of international range Public Health.
